主持人:以牺牲环境为代价的开发已经成为我们不堪回首的过去,我们现在愿意把生态放在开发之前作为重中之重考虑的对象,要说到湿地的保护和湿地公园的建设,今天第三位嘉宾李若云先生特别有发言权,能不能介绍一下鲁能这个项目开发跟其他项目有什么不同的地方?

 

李若云教授:各位下午好!在发言最开始的时候就提到了有三个词,引领、创新、共赢。我觉得对于鲁能文昌山海天项目来说,这三个词又有着更丰富的含义。作为一名生态学家,我认为成为领军者来说非常困难,非常不容易,因为你们要做很多困难的决定,去坚持你们的信念。这一点,我觉得鲁能集团能够做到。因为我们在文昌山海天项目、湿地公园及周边开发区域的一切工作都将非常与众不同,和之前中国做的不同,这一点非常不容易。你们将会为未来树立新的标准。

 

关于创新,中国现在拥有的许多条件,五十年之前我(在美国)刚开始工作的时都没有。我在70年代第一个地球日期间开始自己的事业时,美国的情况非常糟糕:水污染、空气污染、糟糕的环境状况。但是后来发展中,政府也意识到了这一点,开始做出改变,如同现在中国政府也开始行动起来一样。与当时的美国不同的是,中国现在拥有技术、拥有人才和知识,能够帮助中国朝着正确的方向发展,并且无需重复实验性的工作。

 

关于”双赢“,由于环境有时候是巨大的经济驱动因子,有时候,如果工作做得不恰当,则可能会造成很大的损害。旅游业也是经济中的驱动因子。中国的游客数量比世界各地的游客都要多,中国在出境游客数量方面位于全世界第四,所以无论是在中国,还是在文昌山海天湿地公园项目中,生态旅游都具有极大潜力,因为我们所做的一切都是朝着积极的方向努力。但是,我们必须确保我们严格遵照世界自然保护联盟(IUCN)和大自然保护协会(TNC)对“生态旅游“这一词的定义,引导我们保护生态系统可持续性,为居住、工作在当地的百姓造福。

Chair: The way of sacrificing environment for development has already been a painful past for us. Now we are willing to take ecology as the first priority when we are doing development. Speaking of wetland conservation and restoration, and wetland park creation, let’s invite our third guest, Prof. Kevin Erwin, to introduce what are the differences of Luneng Shanhaitian Project from other development projects?

 

Prof. Kevin Erwin: Good afternoon everyone. At the beginning of the presentation, there three words, leadership, innovation, and win-win. For Luneng project, there are additional meanings to the three words. To me as an ecologist for many years, leadership means, being a leader is hard, is very tough. It means making hard decisions, and following through what you really believe your vision to be. And I think if anybody can pull this off, Luneng can. Because what we are doing in Wenchang, in the wetland park, and in the associated development can be so different from anything that’s ever been done in China before. That’s not easy. What it will do is it will set up new standards for all of the world that will come in the future.

 

And innovation, well, you have things in China today that we didn’t have 50 years ago when I started my career and on the first Earth Day in the 1970’s. At that time, the US was in very bad condition: bad water, bad air, and poor environment. But over years, the people in the government got together, much like China starting to do today. The differences are you have technology, you have people like John, and you have people that are actually here that have the knowledge to help you to do things the right way, but also without having to experiment.

 

The win-win situation: the environment can be a huge economic driver, but can also be a huge deterrent and detriment if the work is not done correctly. Tourism is a huge economic driver. China has more tourists than any other countries in the world. China is number 4 in sending tourists out to visit places. So, there’s an incentive for ecotourism here in China, in Wenchang with the wetland park project because of what we can do in a very positive way. But we have to make sure that we will follow the real definition of “ecotourism” as defined by IUCN and The Nature Conservancy. And this should be our guidance to give us an ecosystem that is sustainable and will be also good for the local people that actually live and work there.
